Present authority
Stephen Reed is the sole administrator and custodian of this repository. He alone controls release approval, repository settings, contributor access, and final editorial decisions. The Consullo name does not imply a board, membership body, independent review panel, or multi-party governance structure.
This is custody of a publication record. It is not evidence that the systems described by the research program are governed effectively.
Decision boundaries
The custodian may:
- approve or refuse a public release;
- merge, revert, or correct repository changes;
- appoint additional maintainers and record the change here; and
- issue a superseding release while retaining the correction history.
No AI system may approve declassification, grant itself repository authority, represent a model provider, or convert its own review into independent evidence. AI systems may draft, test, and review material under human direction; the named human custodian remains answerable for publication.
Release and correction policy
Substantive source-derived content requires an artifact-specific, content-addressed release record approved by the custodian before it enters this repository. Public corrections are append-only in principle: the current page may be repaired, but the correction record must identify what changed, when, and why. Material errors should be corrected promptly without silently rewriting the history of a claim.
